Shaheen Joins Bipartisan Legislation to Establish a China Grand … – Senator Jeanne Shaheen

**China Grand Strategy Commission would develop a whole-of-government approach for addressing range of challenges posed by China**

(Washington, DC) – U.S. Senator Jeanne Shaheen, a senior member of the Senate Foreign Relations and Armed Services Committees, joined bipartisan legislation that would create a China Grand Strategy Commission to hold China accountable for its attempts to undermine international norms. The Commission would develop recommendations over the next two years for a comprehensive U.S. strategy towards the People’s Republic of China. The legislation is led by U.S. Senators Angus King (I-ME), John Cornyn (R-TX) and Tim Kaine (R-VA). 

“China continues to expand its economic, diplomatic, technological, informational and military influence to advance the Chinese Communist Party’s (CCP) competing worldview, which threatens the rules-based international order and democracies around the world. This demands the United States have a forward-looking and comprehensive strategy to stay ahead on the global stage,” said Shaheen. “The China Grand Strategy Commission would bring together those in the public and private sectors to study and evaluate our political, economic and security relationship with China to avoid unnecessary escalation between our two nations, while ensuring the United States maintains a competitive advantage. I’m glad to help lead this bipartisan effort in the Senate.” 

The Commission, which would include 20 members including two Co-Chairs chosen by Congress and the President, six members of the Executive Branch, two Senators, two House Members and eight members of the private sector, would recommend an action-oriented interagency approach to hold China accountable for its deliberate attempts to undermine democracy, security and economic stability around the world. These recommendations would also address the future of the U.S.-China relationship to better protect U.S. national security interests.  

Senator Shaheen is a leader in the Senate in the push against an increasingly competitive and aggressive China. Shaheen is Chair of the Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies, and secured important provisions in the historic Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act of 2022, which was signed into law last year. The historic legislation develops U.S. policy to address strategic, economic and diplomatic tools for a global strategy that will allow the United States to confront the challenges that China poses to the United States. Earlier this month, Shaheen introduced the Protecting American Capital Act, bipartisan legislation that would require the U.S. Department of Treasury to annually report to Congress on the United States’ financial exposure to China. Shaheen serves as an honorary co-chair of the Global Tech Security Commission, which seeks to develop a global tech security strategy that safeguards freedom through the adoption of trusted technology.
