ISP promotes Franklin trooper to lieutenant – Daily Journal


An Indiana State Trooper from Franklin has been promoted to lieutenant, officials announced Friday.

1st Sgt. Edward Olibo has been promoted to the rank of lieutenant by Indiana State Police Superintendent Doug Carter. He will also now serve as the commander of the agency’s Information Technology and Firearms Section, according to an ISP news release.

Olibo, who is originally from Franklin, is a 1987 graduate of Franklin Community High School and earned his associate degree in Criminal Justice from Vincennes University in 1989. He started his law enforcement career with the Columbus Police Department in October 1990, ISP officials said.

During Olibo’s time as a patrol officer with Columbus police, he also served on the SWAT team and as a field training officer until his selection to the Indiana State Police Recruit Academy in 1999. He graduated from the 58th Recruit Academy on Dec. 12, 1999, and was assigned to the ISP post in Lafayette before being transferred to the Seymour Post where he patrolled Bartholomew and Jackson counties, according to the news release.

Olibo served as a counselor in 2004 and 2007 for the 64th and 67th recruit academies. From 2005 to 2013, he served on the Executive Protection Section detail. In 2013, he was reassigned to Human Resources where he served until 2014, and later transferred to the Versailles Post where he patrolled Bartholomew and Jackson counties, officials said.

He also served as the Criminal Justice Data Division District Technology Liaison.

Outside of his state police duties, Olibo serves on the Criminal Justice Advisory Board of Ivy Tech Community College and is a guest lecturer and professional development contributor at Franklin College. He also serves as an advisor for his church security team, according to the news release.

Olibo and his wife, Emily, live in Franklin. Together they have six adult children and one granddaughter.
