Federal and Industry Personnel Security Enterprise Transitions to … – DVIDS



QUANTICO, Va. – Cleared industry and federal agencies have transitioned into the National Background Investigation Services (NBIS) eApplication (eApp) for the initiation and submission of standard investigative forms, the Defense Counterintelligence and Security Agency (DCSA) announced Oct. 19.

This transition – encompassing more than 100 Federal agencies and 11,000 companies with classified contracts – uses the new system to initiate their applicants and employees and to submit background investigative requests to DCSA.

Classified contracts permit private sector companies with the possession or access to classified and controlled unclassified information to produce and provide critical technology and services for the Department of Defense and other federal agencies.

NBIS eApp is the replacement for the Electronic Questionnaires for Investigations Processing (eQIP) functionality.

“The successful transition of the entire federal and industry personnel security enterprise from eQIP to eApp is a culmination of over a year’s worth of planning, development and execution” by multiple DCSA teams and their partners across the federal enterprise and in industry, said Jeff Smith, DCSA program executive officer and NBIS executive program manager. “[DCSA was] able to iteratively deliver a secured infrastructure platform, updated case initiation functionalities, robust training, and hands-on assistance to federal and industry users while onboarding into NBIS. These investments set the foundation for delivering future mission features and capability enhancements to the system. We look forward to continuing to provide operational support to all our users.”

The ‘NBIS eApp Transition’ Federal Investigations Notice 23-02 described the shift to eApp as a “sequential event to meet mandated requirements to transition from legacy systems to the NBIS technology solution.”

The transition was conducted in scheduled phases over the course of a year as cleared industry and federal agencies incrementally made the shift to NBIS eApp as the entry point for the background investigation process.

Standard investigative forms initiate the background investigation and adjudication process for security clearance and other vetting decisions as well as enrollment in the DCSA Continuous Vetting program – an ongoing screening process to review the background of individuals with access to classified information.

This transition to NBIS eApp marks an early and critical milestone in the on-going process to modernize the Federal government’s personnel vetting enterprise under the umbrella of the “Trusted Workforce 2.0” program.
