Number of Driver Fines Up 23% Since 2019, Ayvens Data Reveals 

  • Fleet fine volumes continue to rise, with parking and speeding topping the list – fines now seen as early warning signs for cost and safety risks
  • Dartford Crossing tops the list of UK fine hotspots, with triple the number of fines compared to the second and third-ranked locations 

Driver fines have risen sharply in the UK, up 23% since 2019, according to new analysis from Ayvens.  

The company, which manages hundreds of thousands of fleet vehicles nationwide, processed 248,301 fines in 2024 – the highest number on record. 

The data shows a steady climb in fines since the pandemic, with 156,311 fines recorded in 2020 compared to 193,011 in 2021. In 2023, fines stood at 243,610 before rising again in 2024. 

Ayvens’ analysis also revealed that the peak fine months are March, October and December, reflecting seasonal spikes in fleet activity. 

Most Common Fines for Fleet Drivers 

  • Parking charge notices (PCNs) – issued for overstays or non-payment in council/private car parks 
  • Speeding tickets – from roadside cameras or police stops 
  • PCNs – Moving traffic (CCTV) – e.g., entering bus lanes, stopping in box junctions, making banned turns 
  • Notice to Owner (NTO) – a formal follow-up after a PCN goes unpaid 
  • Toll road charges – failing to pay toll fees

Suzanne Phillips, Head of Specialist Sales at Ayvens in UK, commented: 

“Fines aren’t just bits of admin – they’re often the first sign of wider risk. A steady rise in fines can point to unsafe driving habits, unsuitable vehicles or gaps in driver training. What we see in the data is that drivers with poor fine records are also more likely to return vehicles with higher damage levels and above-average mileage. That translates directly into higher operating costs and, ultimately, higher insurance premiums for fleets.” 

The analysis also reveals the UK’s top hotspots for driver fines, with the Dartford Crossing in the Southeast of England, taking the top spot. 

Coming in at number two and three are the Mersey Gateway Bridge and the Blackwall Tunnel respectively.
