Performance dips in TPP achievement in Q1FY24: MoSPI report



The government has been able to achieve over 80% completion in eight of the 14 parameters measured under the Twenty Point Programme in Q1FY24, data released by MoSPI showed. The performance has declined from Q1FY23 when it achieved over 80% completion in 10 of 14 projects.

Further analysis indicates that target completion, even among indicators where it had performed well, had declined. In the first quarter of FY24, the government achieved over 90% completion in six categories compared with 10 in a similar period during the last fiscal.

The categories where performance had lagged pertained to rural housing, promotion of self-help groups and forests.

The government could construct only 4.97 lakh houses against a target of 1.42 million in the first quarter—nearly a fourth of the target achieved in Q1FY23, when it had constructed 2.66 million houses against a target of 1.32 million.

Its performance was even worse in areas covered under plantation, with only 10% achievement against a target of 5.6 lakh hectares to be covered in the April-June period. The number of seedlings planted had also lagged, with just a 13% completion rate during this period.

On the other hand, under Pradhan Mantri Gramin Vikas Yojana, the government achieved a completion rate of 107%, constructing 6,403 km against a target of 6,000 km. However, a comparison from last year shows that the target for PMGSY completion had been almost halved from 11,795 km to 6,000 km. The government had also achieved a full completion in the provision of electricity, operationalisation of anganwadis and Integrated Child Development Scheme (ICDS) blocks.Only 40% of SHGs were provided community investment fund and 43% were provided revolving fund in the first quarter.State-wise variation

The decline in construction activity of rural houses was despite the stellar performance of some of the states, which achieved over double their target in the first quarter.

Assam, for instance, constructed nearly three times as many houses in the first quarter compared with its target. The completion rate in Rajasthan, headed for election next month, was 238%. On the other hand, Chhattisgarh, also prepping for elections in November, had a completion rate of just 14%.

Rajasthan had also performed well in SHG promotion, an aspect where other states lagged, achieving completion rates of 236%.
